The Richland DDA is a public entity governed by its Board of Directors, who are appointed by the mayor, subject to the consent of the Richland City Council.

The purpose of the DDA is to deter or prevent deterioration of property values or structures within the central business district, to remedy or prevent the growth of blighted areas within the central business district, and to assist the city in the marketing and promotion, beautification, historic preservation, development and redevelopment of its central business district, including the industrial park, public facilities and other improvements to public and private property.

The Richland DDA manages the city Annex building, which is available to rent for events and meetings by reservation only. The air-conditioned facility is approximately 3400 square feet, and the occupancy capacity is 125 people. Some off-street parking. Reasonable rental rates.
