Mayor & Council

Elected for four-year terms, the mayor and city council govern the City of Richland. While the mayor presides over all of the meetings, they work together to make crucial decisions for the city's development and welfare.

The mayor is responsible for all offices and affairs of the city, such as enforcing ordinances and regulations, administering oaths, signing commissions, bonds, contracts, and other obligations in the name of the city. The mayor's leadership ensures the efficient operation of the city government and the enforcement of its regulations, fostering a vibrant and well-functioning community.

Mayor Kenneth “Kent” Josey

Mayor Kenneth “Kent” Josey has served the City of Richland for over 32 years. He was elected Mayor in 2021 and re-elected in 2025. He has experience bringing communities together and unifying people around a common goal. He strives to elevate residents, small businesses, and entrepreneurs to economic security, and continually works to identify innovative ways to make our city work for everyone while moving it forward. 

COUNCIL MEMERS

The five-member City Council is the legislative power of the City and determines all matters of policy. The duties include establishing policy; adopting the budget; appropriating money; and enacting ordinances. The Council represents the people of the community it serves.

The Council meets in regular session on the first Thursday of each month. Meetings begin at 6 p.m. at the Richland Annex Building, 332 Broad Street, Richland, GA 31825. Meetings are open to the public.
